Problem-Based Learning

Problem-based learning (PBL) is a student-centered teaching model that involves problem-solving as the vehicle for learning.  Learning has traditionally involved a trainer delivering information to the trainee.  PBL, however, begins with a realistic problem that the trainee must attempt to solve.  The trainee follows a problem-solving method of discovery, which includes developing ideas to resolve the problem, listing known facts, determining what information is needed, and developing an action plan leading to a solution of the problem.

While PBL is a very good method for teaching in the classroom, it should be used in moderation in the PTO/FTO training environments.  Some experts recommend that PBL be used to the exclusion of other methods, while others believe using it more than 30% of the time may lead to inefficient learning.  We believe that PBL is a useful tool if used in conjunction with other adult-learning principles.  Initially, the Reno Model incorporated PBL as the driving mechanism.  After applying it to the real world, we decided to de-emphasize it as it was taking too much time from the trainer-trainee interaction.  We decreased the number of problem-based learning activities from four to two.  This appears to work quite well for the program and the trainee.

 

 Problem-Solving Skills in Policing

There are a number of skills and structures officers use to resolve community problems in
problem-oriented policing.  The most common problem-solving method, the S.A.R.A. model, is an analytical approach for stopping or preventing crime, disorder and fear.  S.A.R.A. stands for scanning, analyzing, responding to and assessing problems.
