Welcome to the Reno Model PTO Program. The
Reno Model is a post-academy training program based on adult-learning principles
and problem-based learning methodology. This model is the result of a
group effort by the Reno, NV, Police Department, the Police Executive Research
Forum (PERF), and the Office of Community-Oriented Policing Services, U.S.
Department of Justice (COPS). The Reno Model was designed as an
alternative to the San Jose Model FTO Program and is founded on the principles
of community-oriented policing and problem-solving (COPPS).
Jerry Hoover, Chief of Police (Retired), of the Reno Police Department served as the project director. Chief Hoover has more than twenty years of experience teaching and applying the San Jose Model FTO Program. He secured the original COPS grant and led the team that created the Reno Model.
The Reno Model was submitted to the COPS Office for publication in 2002. That publication is available on the COPS website. There have been many updates and modifications by practitioners who use the Reno Model daily. The information on this site represents the state of art material created by those practitioners.
